International training cycles in France for Public officers. [es] [fr]

The international cycles at France’s Ecole Nationale d’Administration (ENA) allow foreign officials to perfect their skills and develop knowledge directly linked to their functions, as well as to exchange with senior representatives of the public administration from all over the world.

Every year, the National School of Administration (ENA) selects around 70 foreign candidates for its international training cycles, which are available for Senior foreign public officials and agents:

• The ENA Long International Cycle (CIL), with a duration of 12 months + an optional month. (NB: future officials can also participate in the CIL, depending on the availability of places). This certified training is coupled with three professional careers at the master’s level that the ENA develops in collaboration with the Paris CELSA Universities; Paris 1 Panthéon-Sorbonne, and the University of Strasbourg: Communication in public institutions, Public Action in Europe and General Public Administration.

• The International Improvement Cycle (CIP), with a duration of 8 months and aimed at officials in high-level positions. This training is coupled with professional master’s degrees in Administration and International Relations and Administration and Public Finance, which the ENA imparts in collaboration with the Paris 1 Panthéon-Sorbonne University and the University of Strasbourg.

• The International Cycles of the Regional Institutes of Public Administration (CiIRA), with a duration of 8 months and aimed at intermediate-level officials who wish to expand or consolidate their management competencies in the public administration. The IRAs also offer the possibility to civil servants to prepare a master, in parallel to the cycle.


Eligible candidates must:

- * Not be of French nationality;
- * have monthly resources of at least 1,500 euros per month, including scholarships or financial aid if applicable;
- * have an excellent command of the French language; both orally and in writing;
- * have a master’s diploma or equivalent;
- * be an official or agent in a public entity. Exceptionally, candidates who are not yet civil servants but intend to develop a career in public service may be admitted;
- * have higher-level responsibilities in their duties;
- * pass the ENA entrance exams;
- * have a good level of English.
